Primero: a platform for child protection case management and incident monitoring. Used both in humanitarian and social welfare contexts. Quoin started work in late 2013. Development came in spurts of funding that first correlated to humanitarian emergencies then shifted to government implementations. Internal UNICEF funding made available in 2019 for an innovation scale-up UNICEF and MS partnership, Primero selected as a one of 2 projects where MS could help. Work begins on Primero v2 in Q1 2019, SaaS platform in Q3 2019.

Original Use Case

Distributed, asynchronous data collection with an unpredictable business process in low resource contexts with poor connectivity, unpredictable devices, and user discomfort with technology.


Eg. Refugee camps, rural displacement, separated and unaccompanied children

 
Actual Use Case

Centralized social welfare management system used by trained social workers and service providers that promotes internationally accepted child protection best practice.
